Zhou Yunjie believes that the identification of foreign comprehensive service companies is very difficult, the tax rebate link is also risky, and financing and refinancing are also very difficult. How to promote more small and medium-sized enterprises to overseas markets is very important. From this direction, he put forward two angles:

One is to clarify the identity of the foreign trade integrated service company's agent. Specifically, it is recommended that the relevant regulatory authorities recognize and clarify the agent's identity of the foreign trade integrated service system in foreign trade after-sales; the other is that it is recommended to retain some rights and responsibilities in the tax refund process.

The second perspective is to improve the supporting policies and laws for foreign trade comprehensive service enterprises. "This is in the motion. The foreign trade import and export (haitao) issues that everyone is concerned about are concentrated on the C-side, but the basic users and the proportion of the C-side are about 10%. Therefore, Zeng Xiaofei suggested: 1. As soon as possible, clarify the legal status of foreign comprehensive service enterprises and the standards for defining rights and responsibilities; 2. While clarifying the legal status of the “new foreign trade” innovative format of foreign comprehensive service enterprises, supporting the introduction of government functions with the characteristics of foreign comprehensive service enterprises Institutions (especially regulatory agencies) operation management system and operating methods.

The above three proposals all mention that the rights and responsibilities and management rules of foreign comprehensive service companies should be defined. However, in the actual foreign trade process, once upstream and even upstream companies have false invoices, deliberate tax fraud and other non-compliance behaviors, the responsibility and risk are borne by the comprehensive service company. Xiao Feng, the deputy general manager of Yidatong, believes that supporting the development of foreign trade comprehensive service enterprises has been written into Premier Keqiang's government work report for three consecutive times, which shows the positive and positive attitude of the State Council on foreign trade service innovation. Because the Internet/IT-based comprehensive foreign trade service platform serves 100% of entity small and medium-sized enterprises, it is an effective starting point for the supply-side reform of the foreign trade circulation field to solve the problems of financing difficulties, order difficulties, and delivery difficulties for them. However, market innovation and institutional innovation have not been synchronized. Facing the severe and complex situation facing the development of foreign trade, the State Council issued the “Opinions on Promoting the Stability and Improvement of Foreign Trade” on May 5 last year.
